As reflected in NIST Special Publication 800-181, the NICE Framework specifies cybersecurity workforce Categories, Specialty Areas and Work Roles. It provides a disciplined, mandated approach to developing a compliant cybersecurity workforce with clear cyber career paths.
It also presents agencies with a massive compliance challenge. These new mandates require an approach and an accompanying Learning Management system that can provide granular tracking of NICE’s many Categories, Specialty Areas and Work Roles, per person. Learning Management System Built for the Challenges of NICE Framework Compliance
Our Learning Management System (LMS) was built for the challenge of helping large organizations take advantage of the NICE Framework to enhance their cyber workforce. Utilizing learning analytics and data visualization, we quantitatively evaluate training data from individuals, groups, and group subsets while displaying this data visually for reporting and auditing purposes.
With this system, we can quickly assess a user’s ability related to the NICE framework using a competency alignment report. Our training is aligned with NICE KSA’s and Tasks so we can determine a user’s competency level based on their responses to tests, quizzes and knowledge checks.
To derive these ratings, our system also maintains an access log for every course and completion logs and question breakdowns by the total number of questions chosen correct and incorrect, as shown in the graph below. More important than just access, Lunarline can also report on the NICE framework competencies achieved and/or missed within a specific timeframe. This provides not just proof of alignment, but also shows that federal organizations are training and certifying individuals and groups to a high standard supported by accurate, real-time data to keep the Inspector General happy.
At the individual training level, our LMS generates a quiz analysis report after each user attempt that we use to verify the validity of test questions. Our LMS is automatically set to examine questions through the discrimination index, based on the principle that students who score highly one a quiz overall should score well on individual questions, as well as the coefficient of internal consistency, error ratio, and standard error. Our system also reports on time-on-task by looking at the user’s response history. Below is a sample question summary used to evaluate assessment quality.
